Before there were potentially incriminating documents, there were bad decisions that led to alleged torture. What could our government have done differently?
In a historic decision Tuesday, House Speaker Peter Milliken ruled that the government must share with the House unredacted documents pertaining to the treatment of Afghan detainees. Now Liberal foreign affairs ciritic Bob Rae considers what might have been done to avoid the debacle in the first place.
