Details Emerge of Accused Snowplow Killer’s Life

Richard Esber Kachkar is accused of stealing a snowplow and going on a rampage that killed Toronto police officer Ryan Russell.
Kachkar, 44, is reportedly the father of two teenage children and the owner of a building in St. Catherines. He was spotted in that city several days ago, but Tuesday afternoon he checked in to a Toronto homeless shelter in the city's East End called the Good Shepherd Refuge. On Wednesday morning, he reportedly hijacked a snowplow while its owners were shoveling snow and went on a two-hour joy ride, crashing into cars and fatally injuring Sgt. Ryan Russell as the officer tried to stop the vehicle. Other people at the Good Shepherd Refuge said they had never seen him before, and it’s unclear how he ended up came to be at the shelter. Relatives say they lost touch with him ten years ago. Kachkar remains in critical condition after being shot by police.
