Bush, Rove Broke Law, Report Finds

A three-year investigation has uncovered evidence that the Bush administration used taxpayer funds for partisan purposes.
This is a bit like nailing Al Capone for income tax evasion. Activists have for years called for the indictment of George W. Bush on charges relating to everything from his decision to invade Iraq to his slow response to Hurricane Katrina, but the reality may be much less sensational. An independent federal agency called the Office of Special Counsel has produced a report alleging that Bush and his chief advisor Karl Rove improperly used federal tax funds to set up a White House organization to coordinate Republican campaign efforts. The report says the organization, called the Office of Political affairs, violated laws prohibiting the use of federal tax dollars for partisan activities.
