For the first time, the Federal Bureau of Intelligence acknowledges that men can be victims too.
For the first time in 83 years, the FBI has redefined the crime of rape. Until now, it was defined as “the carnal knowledge of a female, forcibly and against her will,” leaving out men and cases not involving the use of force. The new definition is significantly broader, characterizing the crime as any type of penetration without consent. This means that anyone who cannot consent can be considered a victim, whether they are underage, under the influence of alcohol or drugs, or are mentally or physically otherwise unable to consent. The change does not affect current laws since each state defines the crime in its own terms, but the new definition is intended to capture more accurate statistics and improve victim assistance and sexual-assault prevention programs.
