Matthew J. Hoffmann is an associate professor of international relations in the department of social sciences at the University of Toronto Scarborough and in the department of political science at the University of Toronto. Steven Bernstein is an associate professor in the department of political science and director of the Munk School’s Master of global affairs program at the University of Toronto.
