Dr. Enid Slack is the Director of the Institute on Municipal Finance and Governance at the Munk Centre for International Studies at the University of Toronto. She is an Adjunct Professor at the university, teaching a graduate course in urban public finance to the planning students. Enid chairs the Intergovernmental Committee for Economic and Labour Force Development in Toronto (ICE) and is a member of the Associations Advisory Committee of the Ontario Municipal Knowledge Network (OMKN), the Policy and Research Advisory Council of The Learning Partnership, and the Advisory Board of the International Property Tax Institute (IPTI). She currently chairs the Municipal Port Property Taxation Fairness Commission in Metro Vancouver.

Enid was a Special Advisor to the Greater Toronto Area Task Force in 1995, a member of the Who Does What Panel in Ontario in 1996, Co-Chair of the Learning Opportunities Grant Panel for the Ontario Minister of Education and Training in 1997, Special Advisor to the Toronto Mayor’s Task Force on Homelessness in 1998, a member of the City of Toronto’s Business Reference Group on tax policy in 1999, a member of the Working Group of the Toronto City Summit Alliance in 2003, research director of the Strong Neighbourhoods Task Force in 2004, a Commissioner on the Vancouver Property Tax Policy Review Commission in 2007, and a member of the Multi-disciplinary Expert Panel for Metrolinx (the Greater Toronto Transportation Authority).

Enid advises governments and private companies on public finance issues in Canada and abroad in countries such as China, Brazil, India, South Africa, and Ukraine. She provides advice on property taxes, intergovernmental transfers, development charges, municipal governance and municipal boundary restructuring, and other local public finance issues. Enid has co-authored three books, co-edited two books, and published numerous articles on property taxes and urban public finance.
